Short answer: No, you can't.
According to IRS rules, you cannot transfer or roll over funds from a:
- Flexible Spending Account (FSA)
- Health Reimbursement Arrangement (HRA)
…into a Health Savings Account (HSA).
Even if you have unused money in your FSA or HRA, those funds must stay in that account. You cannot move them to your HSA under any circumstances.
What You Can Do
If you're switching from an FSA or HRA to an HSA:
- Use as much of your FSA/HRA funds as possible before the end of the plan year or before your HSA becomes available.
- Make sure you're no longer enrolled in a general-purpose FSA or traditional HRA when your HSA begins, as these accounts can disqualify you from contributing to an HSA.
